Overview of meetings of the Committee of Permanent Representatives.

The meeting section of the portal provides you with an easy access to the calendar of meetings of the Committee of Permanent Representatives as well as the resources for each meeting .

The resources of the meeting includes relevant documents and information supporting each meeting as well as how to join the meetings through a video or audio links. The meetings are classified broadly as upcoming meetings and past meetings. Information about the International meetings are also highlighted in this section.

Subcommittee meetings

Subcommittee meetings are held throughout the year as necessary, at the request of the Chair of the Committee of the Permanent Representatives, to discuss relevant matters, pursuant paragraph 10 of the GC Decision 27/2. By the same decision, the Committee is able to establish working groups and task forces as deemed appropriate to carry out its mandate.

A meeting of the Subcommittee also provides the opportunity to reflect on the outcome of the UNEA, not only on the political and policy implications of the outcome but also on the technical and organizational aspects of the session.

Bureau meetings of the Committee of Permanent Representatives

The Committee of Permanent Representatives elects it Bureau, which consist of five members (1 Chair, 3 Vice-Chairs and 1 Rapporteur), with one member representing each region. Prior to the election of a new Bureau in its second meeting of an odd year, each of the Nairobi-based regional groups is invited to conduct consultations to agree on nominations for election.

The Bureau meeting provides the opportunity to the Bureau member and the Secretariat to share views and to reflect on various issues of importance relevant to the implementation of UN Environment’s mandate and to exchange views on the way the Medium Term Strategy and Programme of Work and budget are being implemented.

Bureau meetings of the UN Environment Assembly

The UNEA Bureau consists of 10 members (1 President, 8 Vice-Presidents and 1 Rapporteur), with two members representing each region. 

During the second session of the UN Environment Assembly, Rule 18 was amended as follow:

1. (a ) During the final meeting of a regular session, the United Nations Environment Assembly shall elect a president, eight vice-presidents and a rapporteur from among its members. These officers shall constitute the Bureau of the United Nations Environment Assembly. The Bureau shall assist the president in the general conduct of business of the United Nations Environment Assembly. The chairpersons of such sessional committees or working parties as may be established under rule 61 below shall be invited to participate in meetings of the Bureau.

    (b) Rule 20 was amended as follows:

The president, the vice-presidents and the rapporteur shall hold office until their successors are elected. They shall commence their terms of office at the closure of the session at which they are elected and remain in office until the closure of the next regular session. Subject to the provisions of Rule 18, they shall be eligible for re-election. None of them may hold office after the expiration of the term of office of the member of which the officer concerned is a representative.

Decides that the above amendments shall take effect at the beginning of its third session of the Assembly. Therefore the Bureau elected for the second session of the United Nations Environment Assembly shall remain in office until the closure of its third session.

2. Pursuant of paragraph 1 of the rule of procedure 18, the mandate of the UN Environment Assembly Bureau is to “assist the President in the general conduct of business of the UNEA”. It periodic meetings provide the Secretariat with guidance in the preparations for the next session of the UNEA, especially:

(a) Dates and place of a session (when the governing body did not decide on dates and place);

(b) Roadmap toward the preparation of a session and roles of the Bureaus of the UNEA and the Committee of Permanent Representatives;

(c) Organization of a session, including establishment of Sessional Committees;

(d) Provisional agenda of a session (when the governing body did not decide on it), including the theme(s) of the high-level segment;

(e) Programme of the week, including special and associated events;

(f) A way forward on selected contentious issues;

(g) President’s representational work in various global and regional fora on the environment.

Briefings by the Secretariat

The Secretariat, in consultation with the chair of the Committee of Permanent Representatives, organizes regular briefings to updates Members States on various issues related to the implementation of the Programme of Work or to communicate on any issue pertaining to the mandate of the UN Environment.

Annual sub-committee meetings of the Committee of Permanent Representatives

In accordance with Governing Council decision 19/32 of 1997 , four regular meetings of the Committee are held in a year with the following functions that are pursuant of paragraph 7 of the Rule of Procedures: 

(a) Within the policy and budgetary framework provided by the Governing Council, to review, monitor and assess the implementation of decisions of the Council on administrative, budgetary and programme matters;

(b) To review the draft programme of work and budget during their preparation by the secretariat;

(c) To review reports requested of the secretariat by the Governing Council on the effectiveness, efficiency and transparency of the functions and work of the secretariat and to make recommendations thereon to the Governing Council;

(d) To prepare draft decisions for consideration by the Governing Council based on inputs from the secretariat and on the results of the functions specified above.

Subcommittee meetings of the Committee of Permanent Representatives are organized with the support of the Secretariat to follow up on any issue of relevance at the request of the Chair of the Committee.

Open-Ended meetings of the Committee of Permanent Representatives (OECPR)

While paving the ground for the Environment Assembly, The Committee of Permanent Representatives meets once a year for a period of five days to “review the Medium-Term Strategy and Programme of Work and budget of the UN Environment Programme, in a manner coherent with the budgetary cycle of the United Nations, to be endorsed by the Committee of Permanent Representatives and for the governing body’s approval, and to oversee their implementation and accountability by the Secretariat” pursuant of paragraph 11 of GC Decision 27/2.

Consultation with the Executive Director of the UN Environment

Through the organization of the previous session of the open-ended meeting of the CPR and the UNEA, it has been proved to be effective to regularly hold informal consultations with the chairs of the Nairobi-based regional groups and economic/political integration entities, particularly when the governing bodies have contentious issues which are difficult to be resolved in a plenary format, such as identification of the themes of the high-level segment, consensus on some potentially political resolution….  It is therefore of paramount importance to involve the chairs of these groups on a regular basis in the discussion on organizational issues leading up to a session of the UNEA and/or invite them, with permissions by the CPR Chair, in meetings of the CPR Bureau.

As both the Bureaus of the Committee and the Assembly hold respective meetings and provide the secretariat with renewed guidance on a quarterly basis, it is one idea to hold informal meetings with the Chairs of the regional groups and economic/integration entities also on a quarterly basis to keep them informed of the recent development on the work of the governing bodies.

Global Major Groups and Stakeholders Forum (GMGSF)

Provides Major Groups and Stakeholders the unique opportunity to come together prior to UNEA and to actively engage discuss the main UNEA themes in a multi-stakeholder setting and to prepare their input to UNEA; While fostering multi-stakeholder partnerships and cooperation. The Forum is self-organized by Major Groups and Stakeholders, with the assistance of UNEP.

*Public Meetings

In general all meetings of UNEA and subsidiary organs are held in public. "Public" means that besides member states, also representatives of accredited Major Groups and Stakeholders Organisations, accredited Inter-governmental organisations and UN sister organisations may participate and provide oral and written input. Public meetings are web-casted and provision for remote participation are put in place.

 

*Private Meetings

If a meeting is to be held in private, this will be announced well in advance. Private meetings are an exception and are only open for participation of member states. They are not web-casted but provision for remote participation of member states might be put in place.
