Supporting Legal and Policy Preparedness for Revising/Updating the National Biodiversity Strategies and Action Plans (NBSAPs)

Tool-kit for use by National Focal Points

With support from the Global Environment Facility (GEF), Government of Norway and Sweden, the United Nations Environment Programme (UNEP) has been supporting a number of countries to update, revise, review and implement the NBSAPs pursuant to Decision X/2 of the tenth Conference of Parties to the Convention on Biological Diversity (CBD COP 10). As a part of this support, this on-line tool kit has been prepared by UNEP to help countries access relevant information related to legal preparedness on issues related NBSAPs. This on-line resource will be updated periodically. Information and resources in support of this will be welcome. Please send your inputs to tomkeen.mobegi@unep.org

2. Decision of CBD COP

As the main instrument for implementing the Convention, NBSAPs are referenced in several COP decisions, pertaining to thematic areas, cross-cutting issues and stakeholder processes, indicating those areas that Parties have suggested should be included in NBSAPs.  The main COP decisions that provide direct guidance for NBSAPs are decision IX/8 and decision X/2. Further guidance is provided in the following decisions, with links to the respective CBD webpages of the areas in question.

3. PUBLICATIONS

The publications analyze various biodiversity trends including biodiversity status, related legal instruments and status of implementation. They reveal the way, not only scholars but also other biodiversity actors understand and approach biodiversity issues. They identify the key areas on which implementation must focus effort if we are to maintain our unique biodiversity and ecosystems.

4. Training Modules

The training modules provide a practical guide to the process of preparing NBSAP and making best use of the NBSAP once it has been prepared, including how to update your existing NBSAP. The main audiences for the modules are the national focal points of the Convention on Biological Diversity (CBD) and other national staff responsible for implementation of the Convention. These modules are not intended to constitute a model that each country should follow mechanically. Users will need to translate the content and recommendations in these modules into activities that are feasible and appropriate to their specific national context.
