These sessions will cover the theme of the Assembly and will include, among others, statements from Member states, non-member states, International Governmental Organizations, UN Entities, Secretariats of Multilateral Environmental Agreements & Major Groups and Stakeholders. The Committee of the Whole is expected to conduct its work under provisional agenda items 5 (International environmental policy and governance), 6 (Programme of work and budget, and other administrative and budgetary issues) and 10 (Provisional agenda and date of the fifth session of the UN Environment Assembly) commencing on the afternoon of Monday, 11 March, after the first meeting of the Plenary of the Assembly held in the morning of the same day and concluding on Wednesday, 13 March. The Committee is expected to report to the Assembly at its closing plenary session on Friday, 15 March 2019.

Opening Plenary of the UN Environment Assembly (Conference Room 2): Monday 11 March 10:00 - 13:00
H.E. Mr. Siim V. Kiisler, Minister of Environment of Estonia and President of the UN Environment Assembly, will open the fourth session of the UN Environment Assembly. The Assembly will address the theme, “Innovative Solutions for environmental challenges and sustainable consumption & production”. The duration of the session will be five days. The proceedings of the plenary meetings of the fourth session of the UN Environment Assembly, including the high-level segment, will be webcasted to the public.
UNEA High Level Segment Official Opening Plenary (Conference Room 2): Thursday, 14 March 11.00 - 12.30
H.E. Mr. Siim V. Kiisler, Minister of Environment of Estonia and President of the UN Environment Assembly, will open the High Level Segment of the fourth session of the UN Environment Assembly. This will be followed by national statements by Heads of State and Heads of UN agencies. The Assembly will address the theme “Innovative Solutions for environmental challenges and sustainable consumption & production”.
Multi-Stakeholder Dialogue: Innovative Solutions for Sustainable Consumption (Conference Room 1): Thursday, 14 March 17:3019:00
Innovative technical solutions need to be complemented by deep changes in behavior, social, cultural and business practices, and public policy. Such transformative changes need to engage all stakeholders and can often build upon existing traditional or cultural practices that are aligned with sustainability objectives. The Multi-Stakeholder Dialogue at the 2019 session of the UN Environment Assembly will provide an opportunity to present and discuss innovative solutions, including social and societal, to achieve more sustainable consumption patterns that contribute to more sustainable living. It will build upon the Leadership Dialogues that will have been held before, engaging governments and public sector, and will incorporate the views of Major Groups and Stakeholders and the private sector. Wrap-up Plenary Session & Closing Plenary of UN Environment Assembly (Conference Room 2): Friday, 15 March 15.00 - 18.00
The closing plenary is expected to consider a summary of commitments from Governments, the private sector, stakeholders as well as a summary of the Leadership Dialogues and Multi-Stakeholders’ Dialogue. The Ministerial outcome document of the high-level segment, integrating key messages from Ministers of Environment, will be presented by the President of the Assembly for consideration. The closing plenary of the fourth session of the Environment Assembly will consider the report of the Committee of the Whole and will consider for adoption outstanding draft resolutions and decisions.
